Do I have to complete one full cycle to be a mentor when I hold a PCC?

As a PCC credentialed coach, you are automatically eligible to be a mentor coach to anyone applying for their ACC or PCC credential. You do not have to go through a renewal cycle to be eligible for this. That is only for ACC credentialed coaches.
In order to be on the mentor coach registry, you must have held your credential for 3 years, be a member of ICF and passed the CKA.
